Tesoro plans to expand its Wilmington and Carson refineries, which border an already overburdened West Long Beach in terms of air pollution. Many community members aren’t welcoming the project with open arms. VoiceWaves shows some of the reasons behind the community’s opposition to the proposed expansion project.
